[SkateDC] Skate Across Virginia

The Skate Across Virginia (twice!)

It's only 2.8 miles, should take less than half an hour, no big hills.  Of course it's all along the shoulder of US-340, with a sidewalk on the bridge over the Potomac.  Starts in Maryland, crosses through Virginia, turns around in West Virginia, crosses back through Virginia, and ends in Maryland.

We can knock it out next time we do a Maryland Heights hike.

Not as interesting as the Skate Across Maryland because there's nothing like the WMRT nearby to do some extra skating.
